On 26 October 2012, the European Commission released a proposal to review directive 2011/92/EU on the assessment of the effects of certain public and private projects on the environment. As the proposal is being assessed by the European Parliament and the Council, ENTSO-E adopted its position reflecting the views of 41 European TSOs.
Transmission system operators are directly concerned by the proposals as they plan and construct Europe’s extra high-voltage power grid. ENTSO-E therefore welcomes the Commission’s intention to clarify, simplify and streamline the existing environmental impact assessment process. However, in a few places we are also concerned that the proposed provisions could create uncertainty, complexity and rigidity and therefore contradict the objectives pursued by this proposal as well as the objectives of some other EU policies, in particular in the field of energy.
